The SCADA Specialist provides technical support and programming for the Water Production SCADA network infrastructure across all sites including treatment plants, booster facilities, storage tanks, bleeder valves and wells. This position works closely with the treatment operators and transmission controllers to ensure all SCADA controls are operational and to identify and implement improvements. The SCADA specialist helps maintain the cybersecurity of the SCADA network and supports Capital projects with SCADA components to ensure compatibility and consistency with the existing SCADA network infrastructure.

SCADA Specialist

What you will be doing:

  • Designs, troubleshoots, and makes changes to the Supervisory Control and Data Acquisition system (SCADA) and Programmable Logic Control (PLC) programming, and network protocols as required to appropriately monitor processes and control risks.
  • Interfaces with O&M personnel in support and enhancement of SCADA systems and coordinates system upgrades to minimize operational impacts.
  • Assists in the continued operation of all data communications (e.g. MPLS, Radio, Fiber) used for potable water treatment and transmission. Coordinates with data communication providers as needed.
  • Supports and assists in the supervision of contractor work related to SCADA systems including reviewing bids, plans and construction activities.
  • Supports and implements appropriate SCADA security measures. Maintains computer hardware, communication equipment, and other associated technology. Makes software and hardware improvements as necessary. Coordinates with IT as needed.
  • Maintains hardware/software asset lists; assists in the development and implementation of departmental SCADA procedures such as making back-up copies of control programming. Ensures consistent configuration, protocols, and procedures are used in the Water SCADA network.
  • Responds to emergency calls and call-ins on a 24/7 basis, rotating with the Senior SCADA Specialist

What you will bring along:

  • Four-year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology, or related field. A two-year SCADA/PLC programming technical degree with a minimum of two years direct applicable work experience may be substituted for a four-year degree. Course work should include process control engineering and ladder logic programming or the equivalent.
  • Valid Indiana Driver’s License
  • Working knowledge of MPLS, radio, cellular, and fiber communications and network engineering fundamentals
  • Ability to respond to emergency calls and call-ins on a 24/7 basis.

Other qualifications that are Helpful:

  • Project management experience in installation and start-up of supervisory control and data acquisition systems, preferably with water or wastewater utility or an equivalent.
  • Knowledge of Honeywell and Bristol Babcock transmitter, Allen Bradley PLC, or other SCADA software, and RS logic software.
  • Knowledge of Intellutions Software, the construction, operational characteristics and functions of water treatment processes and equipment; and the functions of testing and maintenance equipment used in the work.
  • Familiarity with SANS 20 Security protocols and other relevant SCADA security controls.
  • Excellent written and verbal communication skills and the ability to thoroughly document SCADA procedures.
  • Ability to identify the criticality of projects and prioritize them accordingly.

Sr. SCADA Specialist

What you will be doing:

  • Designs, troubleshoots, and makes changes to the Supervisory Control and Data Acquisition system (SCADA) and Programmable Logic Control (PLC) programming, and network protocols as required to appropriately monitor processes and control risks.
  • Interfaces with O&M personnel in support and enhancement of SCADA systems and coordinates system upgrades to minimize operational impacts.
  • Ensures the continued operation of all data communications (e.g. MPLS, Radio, Fiber) used for potable water treatment and transmission. Coordinates with data communication providers as needed.
  • Directs and supervises contractor work related to SCADA systems including reviewing bids, plans and construction activities. Provides support in the preparation of designs, plans and specifications for SCADA system upgrades associated with capital projects. Provides technical direction to SCADA Specialist.
  • Determines and implements appropriate SCADA security measures. Maintains computer hardware, communication equipment, and other associated technology. Makes software and hardware improvements as necessary. Coordinates with IT as needed.
  • Maintains hardware/software asset lists; provides technical expertise in the development and implementation of departmental SCADA procedures such as making back-up copies of control programming. Trains the SCADA Specialist in the configuration, protocols, and procedures of the Water SCADA network.
  • Responds to emergency calls and call-ins on a 24/7 basis, rotating with the SCADA Specialist.

What you will bring along:

  • Four- year degree in Engineering, Electrical Engineering Technology, Electronics and Computer Technology, or related field. A two- year SCADA/PLC programming technical degree with four additional years direct applicable work experience may be substituted. Course work should include process control engineering and ladder logic programming or the equivalent.
  • 10+ years of project management experience in the installation and startup of SCADA systems, or 5+ years of direct experience with Citizen’s Water Production SCADA network.
  • Valid Indiana Driver’s License
  • Working knowledge of MPLS, radio, cellular, and fiber communications and network engineering fundamentals
  • Ability to respond to emergency calls and call-ins on a 24/7 basis.

Vacancies will be filled at SCADA Specialist or Sr. SCADA Specialist level based on candidate experience.

Pay range: Competitive Salary, Grade 8 or 10
