Apply for EAP Before Indiana's Winter Moratorium Ends This Weekend

Citizens Energy Group highlights financial assistance opportunities, including the federal Energy Assistance Program, before Indiana's moratorium on disconnections for non-payment runs out on Sunday, March 15.  

INDIANAPOLIS – The statewide moratorium on natural gas utility disconnections ends this Sunday, March 15. The annual moratorium runs from December 1 through March 15 and protects customers who qualify and apply for the Energy Assistance Program (EAP) from having natural gas service disconnected for non-payment during the winter home-heating season.

Citizens Energy Group encourages customers who are struggling with their utility bills to visit www.citizensenergygroup.com/help to learn about assistance options, including EAP eligibility; payment arrangements; and the Citizens Warm Heart Warm Home Foundation which helps customers maintain their utility services and catch up on past-due bills.  

While Citizens natural gas rates consistently rank among the lowest in Indiana, any utility cost can be challenging for some households. That’s why it’s important to ensure customers who may be struggling are aware of and connected to assistance programs. Comprehensive reference guides for seasonal financial assistance programs, including EAP and other resources, are available in English and additional languages on the Citizens website. 

Income-eligible customers who are struggling with utility bills can apply for Energy Assistance Program by the April 20 deadline. Citizens customers approved for EAP automatically receive a 10 to 25 percent discount on their natural gas bills through May 15 as well as a $6 to $15 credit on their wastewater bills starting in July. More information on how to apply for the EAP in Indianapolis can be found at IndyEAP.org or by calling Indiana 211 (by dialing 2-1-1). 

Customers who are in need of financial assistance but don't qualify for EAP may apply for the United Way of Central Indiana’s Winter Assistance Fund; the application period for this program runs through March 31 or until funds are exhausted. 

Citizens customers received more than $2 million in EAP funds in program year 2025, or around $283 per customer. Additionally, Citizens was able to connect customers to approximately $745,000 in Warm Heart Warm Home Foundation™ grants in program year 2025. Citizens also completed 26 home-weatherization projects as part of an ongoing program to assist income-eligible homeowners with efficient home system upgrades, including furnace repairs, insulation, duct sealing, and low-flow aerators.
