EAP applications may be completed online or in person at various community sites. Other types of financial assistance are also available to eligible Citizens customers.

INDIANAPOLIS – The Indiana Energy Assistance Program (EAP) is open for applications for those seeking assistance with utility bills this winter. An EAP application is often the best first step for many residents seeking assistance, as other assistance programs may use the completed application to determine eligibility. This season, the application period will close on April 14, 2025, which is earlier than in years past.

EAP applicants should gather their last three months of income, as many programs request this total amount. Full income eligibility is available on the EAP website. While application review can take several weeks, EAP approval leads to financial assistance being applied to utility bills (natural gas and electric) and temporary protection from utility disconnection for non-payment. Citizens customers who qualify for EAP will also automatically receive a 10 to 25 percent discount on natural gas bills and a wastewater bill credit.

Beyond EAP, other local financial assistance programs include the United Way of Central Indiana's Winter Assistance Fund (WAF). WAF is for Marion County residents who struggle with paying their utility bills but don’t qualify for EAP. The WAF application may be found at uwci.org/waf or by calling 2-1-1. The program period is from January 1, 2025 to May 30, 2025.
