INDIANAPOLIS – Citizens Energy Group today announced that new public information sessions have been added to allow for continued community engagement around the Citizens-Lebanon Water Supply Program (CLWSP). Citizens has made information about the CLWSP available on its website, is attending community meetings, and is engaging public officials and stakeholders. In early 2026, newly added sessions will be hosted at the Indianapolis Public Library – Pike Branch (6525 Zionsville Road, Indianapolis).

The CLWSP is a multi-year program which includes multiple construction projects, including new water mains supporting the northwestern part of Citizens service area, new booster stations, and upgrades to the White River North and T.W. Moses Water Treatment Plants. Importantly, customers will not pay for the program costs; the work is funded through Indiana Finance Authority financing.

In January 2026, construction is newly underway at the White River North Water Treatment Plant, which will upgrade the plant’s surface water treatment capacity to better serve the Central Indiana region’s growing customer base.

Envisioned during the design of the original facility and consistently included in the utility’s strategic water resource planning, early construction activities began in December 2025, and work is expected to continue through fall 2028. Construction is taking place almost exclusively on the Citizens-owned treatment plant property.

Construction activity will include concrete pours, periodic truck traffic, and standard construction noise during business hours. Citizens does not anticipate any customer water outages during the construction period. Citizens has communicated details of the project to neighbors, community stakeholders, and public officials.

The White River contains ample water supply for the upgrade, and the project will not impact groundwater or nearby residential wells. Increasing the capacity of the plant ensures the utility can continue reliably meeting the demand of customers in the northwestern Citizens service area—even during drought conditions—while preparing to deliver water to Lebanon Utilities as part of the CLWSP.

About the Citizens-Lebanon Water Supply Program:
In 2024, Citizens Energy Group commenced the Citizens-Lebanon Water Supply Program (CLWSP) to supply water to Lebanon Utilities as a wholesale customer. Construction includes extending water mains; constructing booster stations and water storage provisions; and upgrading the White River North and the T.W. Moses water treatment plants.

By 2031, the program will enable the delivery of up to 25 million gallons of water per day (MGD) to Lebanon Utilities, upgrading the robust Citizens regional water system that serves Marion County and eight other Central Indiana wholesale communities. Extensive water resource modeling and public data confirm that water supply is sufficient to meet these new demands without impairing service for existing customers or adversely impacting natural water resources.

Project costs are currently estimated to be just more than $560 million. Citizens customers will not pay for the program, which is financed through Indiana’s Drinking Water State Revolving Fund.
