INDIANAPOLIS – Citizens Energy Group today detailed three new locations for utility relocations which will impact roadways along IndyGo’s upcoming Blue Line route, a 24-mile Bus Rapid Transit corridor running east and west on Washington Street in Marion County.
Pine Street & Market Street – Beginning on or after May 12, sewer utility coordination will fully close both a segment of Pine Street (between E Washington and E Ohio streets) and a segment of Market Street under Interstate-65 (between Pine and N Davidson streets). Signs will detour the traffic from each segment, primarily using Washington Street. Local access to businesses will be maintained. The closure is expected to last up to seven weeks.
Rural Street/E Washington Street – Beginning on or after May 27, water relocation coordination will fully close the intersection of Rural and Washington streets. Signs will detour through-traffic from Rural Street around the closure via 10th Street, Emerson Avenue, and Southeastern Avenue. Signs will detour through-traffic from E Washington Street around the closure via Southeastern Avenue and Emerson Avenue. The closure is expected to last up to four weeks.
Eastbound Washington Street & S College Avenue – Beginning on or after June 2, sewer utility coordination will restrict the lanes along (but not fully close) two road segments near the intersection of E Washington Street and S College Avenue. Two lanes of northbound S College Avenue will be restricted just south of its intersection with E Washington Street. And two lanes of eastbound Washington Street will be restricted from just east of S College Avenue until the southbound on-ramp to Interstate-65. Local access to businesses will be maintained. Restrictions are expected to be in place for approximately three weeks.

Citizens has worked to communicate construction details to nearby business owners and community institutions.
In January, Citizens also began lead service line replacements for property owners adjacent to IndyGo’s Blue Line route. This provides a natural efficiency for the lead service line replacement program, keeping the roadway from being impacted more than once. Where utility crews work to relocate water, wastewater, or natural gas utility lines to enable future road reconfiguration, a special team has also been switching out customer-owned water service lines made of lead.
