Two Road Restrictions Along Pleasant Run In September As DigIndy Tunnel Segment is Initiated

INDIANAPOLIS – Beginning or after September 8, construction on two project sites along the Pleasant Run portion of the DigIndy Tunnel System will temporarily close roadways on the south and east sides of the city. This comes as crews initiate the final steps to activate the Pleasant Run portion of the DigIndy Tunnel System, ahead of the program's full completion by year's end.

The operational portions of the overall DigIndy Tunnel System have to date prevented more than 7 billion gallons of sewage from entering local waterways. When construction is fully complete by the end of 2025, the system is expected to annually divert more than 5 billion gallons of historical wastewater overflows from Indy's rivers and streams, significantly improving the health of Indianapolis waterways and their adjacent communities.

September 2025 road closures: 

  • Shelby Street at Willow Drive: Pending permit approvals, a full closure of this intersection is anticipated to begin on or after September 8. Construction is expected to last up to a week. During the closure, signs will detour traffic from Shelby Street to Madison Avenue, by way of E Southern and E Troy avenues.
  • E St. Clair Street at Whittier Place: Pending permit approvals, a full closure of E St. Clair Street near its intersection with Whittier Place is anticipated to begin on or after September 8. Construction is expect to last up to two weeks. During the closure, signs will detour traffic from E St. Clair Street to E 9th Street, by way of N Ritter Avenue and Ellenberger Parkway E Drive.

Motorists are reminded to operate with extra caution near construction zones.

The DigIndy Tunnel System is a 28-mile network of 18-foot diameter deep rock tunnels being built 250 feet beneath the city. Along with associated projects in the combined sewer system and at two advanced wastewater treatment plants, this $2 billion program is Indy’s solution to significantly reducing historical overflows from the combined sewer system into area waterways, keeping the utility and the City of Indianapolis in compliance with the U.S. Environmental Protection Agency. Now more than a decade in the making, completed portions of the DigIndy Tunnel System have prevented more than 7 billion gallons of sewage from entering local waterways. Construction will conclude and the entire system will be operational in 2025.
