INDIANAPOLIS - A water main break has affected traffic on E. 38th St. between N. Temple Ave. and N. Rural St. All lanes of 38th St. will be closed until approximately 7:00 a.m., at which time one lane in each direction is expected to open. Repairs are expected to take several hours.
