Some road closures are expected throughout 2025 as new water main infrastructure accompanies lead service line replacements in the eastside neighborhood.
INDIANAPOLIS – Citizens Energy Group will replace water mains at various locations in the eastside neighborhood of Martindale Brightwood as part of its regular system renewal efforts, beginning in April and continuing across about a dozen sites through the rest of 2025. These upgrades will allow for continued reliable water utility service in the area, even as vehicular traffic will be temporarily impacted at each site of construction. The work will also complement ongoing construction efforts via the lead service line replacement program Citizens first brought to Martindale Brightwood in early 2024 to replace customer-owned water service lines made of lead.
Construction on the first worksite (along Schofield Avenue) will begin on or after April 7. Each construction segment will be listed as a “Water Project” on Citizens live construction map.
The replacement of these eastside water mains is unrelated to a large-diameter water main break that occurred on March 27 near the intersection of 22nd Street and Dr. Andrew J. Brown Avenue. Citizens regularly replaces water mains as a part of ongoing capital improvements to its system.
Below is a list of street segments that will be impacted by water main replacements, along with an expected construction period. On average, the majority of road segments will be under construction for about four weeks, though each duration is dependent on the scope of work. As necessary, streets may fully close to traffic (with detour signage) or experience partial roadway restrictions.

Citizens has communicated with neighborhood organizations about these water main replacements. Neighbors adjacent to individual construction zones will receive project communications ahead of the work.
About the lead service line replacement program being implemented by Citizens Energy Group:
While this release describes work to replace public water mains, the construction will occur alongside ongoing efforts within a proactive construction area of the lead service line replacement program. While there are no public water mains made of lead, tens of thousands of Citizens customers own homes or buildings served by a customer-owned water service line made of lead or containing lead (particularly structures built before 1950). Approved in 2022, the multi-year lead service line replacement program is identifying and replacing customer-owned service lines made of lead.
Citizens regularly monitors tap water throughout the public system and at points within customers’ homes in accordance with United States Environmental Protection Agency’s Lead and Copper Rule. Drinking water remains fully compliant with all federal and state water quality requirements. Still, the surest method to avoid any potential for lead exposure in drinking water is to replace customer-owned service lines made of lead. Replacements will be accomplished in several ways: in coordination with infrastructure improvement projects; in proactive focus neighborhoods (such as Martindale Brightwood); or as initiated by customers for the upgrade or maintenance of their own service line.
